It doesn't take a genius to use the most blunt weapon in the arsenal. Neither LeMay nor the atom bombs made Japan surrender: they had hoped to be able to get USSR to mediate, but when USSR invaded Manchuria and declared war they knew this wouldn't happen.

LeMay then went on to lose two more wars. He wasn't a genius, he was an unimaginative fool.
